New Ways focus on economic recovery

New Ways is running a series of monthly articles in the Southern Reporter  featuring information about what Scottish Borders Council (SBC) and its partners are doing to help the economy of the Scottish Borders.

While the national media reports job losses, plunging share prices, bank collapses etc, we are working in a variety of ways to ensure that the effects of the downturn are minimised and that individuals and businesses in the Scottish Borders are ready to respond once things stabilise and eventually pick up. Whether you are a small or a large business, a new or a well established community group, this new monthly feature will keep you up to date.

Supplier Roadshow Success
As part of an ongoing Supplier Development Programme, officers from the Council‘s Procurement and Economic Development teams held procurement surgeries in seven Borders towns during May & June to help local businesses understand how best to compete for council and other public sector contracts. Quarterly surgeries will be held to allow business to find out more about working with the Council.

Business Funding Reminders
The Council‘s Economic Development Department is keen to remind businesses about a range of business funding opportunities available to them:

  • Scottish Borders Business Fund
    The Scottish Borders Business Fund is available to fund projects from new and small businesses (up to 15 employees) by providing grant funding of up to 40% of a project‘s costs to a maximum of £4,000 towards project designed to boost sales and increase profit.   • Shop Front Grant Scheme
    Grants of up to 80% of eligible costs will be available to local independent retailers, with a minimum grant of £500 up to a maximum of £3,000 available to property owners and tenants towards capital works to improve, upgrade or restore shop fronts in the following eligible town centre areas.     New funding has become available through LEADER for small-scale, community driven projects in rural areas which will improve coverage and bring faster broadband to rural communities.   • STOP PRESS… Post Office Diversification Fund for Scotland
    Following the Scottish Government‘s recent consultation exercise, local post offices will soon be able to apply for support from the Scottish Government's new £1 million Challenge Fund.

Rural Funding Roadshow returns to the Border Union Show at the end of July

The Rural Funding Roadshow team will once again be in attendance at this year's Border Union Agricultural Show on Friday 30th and Saturday 31st July 2009 at Springwood Park, Kelso, and an open invitation is extended to business and community group representatives to come along to find out more from the roadshow team .

Building on the success of last year‘s attendance, when the team was kept busy providing essential advice to local businesses and community groups, including essential information and advice to help prepare project ideas in readiness for funding deadlines as well as providing highlighting advice available from partners and other support initiatives.

This year, in addition to the repeating advice about the core rural funding programmes, including the Scottish Rural Development Programme 2007 - 2013 (SRDP), and the European LEADER Programme, staff will be on hand to provide information on the Council‘s new Scottish Borders Business Fund, the recently launched LEADER Rural Broadband funding, and to discuss the wide ranging issues affecting the rural economy, together with the forthcoming CAP reform, as well as looking at future opportunities such as the role of innovation in agriculture and how to compete for contract and tenders from public sector agencies.

Representatives from Scottish Borders Council Economic Development Team, the Scottish Government, Business Gateway, Rural Direct and Scottish Enterprise will once again be joined by other partners including the Scottish Borders Chamber of Commerce on the stand over the two days to provide information and advice and hear more about the opportunities and challenges facing businesses.

Property Maintenance Framework
Scottish Borders Council will be implementing a Framework Agreement for all Property Repairs, Minor Alterations and Maintenance from 1st April 2011. One consequence of this new arrangement will be that the current approved Contractors list will cease operating from 31st March 2011.

To introduce the changes relating to this new approach, the Property Management Team along with the Corporate Procurement Service will be running an Awareness Event at Eildon Mill at 10am on Wednesday 11th August. It is essential that all Trade related Contractors come along to hear how to apply for the new framework and to understand how it will operate in the future.

We would urge all Contractors interested in working with Scottish Borders Council attend on the 11th August and would appreciate if those who do intend to come along confirm their attendance by emailing property_maintenance@scotborders.gov.uk.

Call for entries to Scotland‘s top tourism awards
Borders businesses are being encouraged to enter this year‘s Scottish Thistle Awards that mark those who excel in Scotland‘s tourism industry.

The Scottish Thistle Awards are amongst the most sought after accolades in the tourism industry, celebrating quality and innovation across a range of categories. They are widely regarded as the official mark of professionalism, recognising and rewarding excellence in the country‘s tourism industry in all areas and at all levels.

Local businesses can enter into 10 categories which are designed to span the different elements that help to develop a successful tourism product. They are also welcome to enter as many categories as are applicable to their individual requirements. Details of a free seminar in the Borders that aims to provide useful tips for businesses will be available soon.

This year‘s ceremony will take place in the Edinburgh International Conference Centre on Friday 29th October.

Continue to promote the Scottish Borders!
As the summer season approaches, with its busy festivals and events calendar, Scottish Borders Council holds a great selection of banners and flags that can be borrowed to enhance any space. Not only can the flags be used on grass, but water-filled bases now allow event organisers to use the flags in town centres or on other hard surfaces. Newcastleton 7stanes developments
Newcastleton has taken mountain biking to its heart with a series of projects aimed at promoting the village and its 7stane mountain biking venue.

Historically, the majority of the 6,000 annual visitors to the 7stanes trails bypass the village, going directly to the start of the trails at Dykecroft.

A partnership approach with Newcastleton Business Forum (est. Feb 2009), Scottish Enterprise, Forestry Commission Scotland and Scottish Borders Council has been developed.

To date the partners have established a new business group web site www.visitnewcastleton.com, and marketing materials.  7stanes signage has been erected directing visitors to a new information point in Douglas Square.  This tells visitors all they need to know about the trails.  www.7stanes.gov.uk .  Signage has also been installed from Newcastleton to Kielder forest.

A new toilet and shower block has been completed.  Constructed by Scottish Borders Council, it is an important step towards enhancing the image of the village as rambler and cyclist friendly.

In 2009 the village also hosted the Kielder Montane 100 – a gruelling 100 mile single lap off road cycle race.  The event will be held again in 2010.  This month sees another ground breaking event as Newcastleton hosts the first “24 Hours of Exposure" the UK's only 24 hour mountain bike race for solo riders on the 22nd and 23rd of May. http://www.sip-events.co.uk/solo-home.html

Council‘s Supplier Development Programme continues apace
The Council is reminding local businesses to register for the Supplier Development Programme, which is designed to help local businesses to compete for and win lucrative public sector contracts.

So if you already do business with the Council at the moment, or would like to find out more about the lucrative contracts available across the full range of Scottish public sector agencies including Scottish Borders Council, then make sure you sign up to this free support initiative by registering your details on www.sdpscotland.co.uk.   

The programme‘s current focus is supporting the series of ‘supplier roadshow‘ surgeries which will tour the Scottish Borders during May and June, providing businesses with an opportunity to speak directly to Council Procurement Officers to find out more about the contracting opportunities available and the procurement process, as well as finding out more about the Supplier Development Programme.

The roadshows will visit seven locations across the Scottish Borders between 19 May-28 June as follows:

South of Scotland Loan Scheme distributes more loans to Borders companies in past year than ever before
Helping businesses to access finance, at a competitive rate, continues to be extremely important during the current economic climate.  The South of Scotland Loan Scheme distributes funding to growth focussed businesses in the Borders to help them develop and fulfil their potential.   

The loan fund, which was established by Scottish Enterprise in 2005, can provide loans of between £5,000 and £50,000 for small to medium sized enterprises for business growth projects. The scheme aims to diversify the local economy by encouraging businesses to invest in new technology and new equipment that will enable them to be more competitive or enter new markets.

During the last year  (2009/10) there has been a significant increase in the number of Borders businesses applying for funding, with 15 businesses accessing over £500,000 worth of support, with a further £100,000 worth of applications in the pipeline.

Businesses who have used the loans to undertake business expansion projects recently include; Cherrytrees Childrens Nursery Ltd, Glentress Forest Lodges, Cocoa Black Ltd, Caerlee Mills Ltd and House of Cheviot Ltd.

Going4Growth
The recent Going4Growth event for business people in the south of Scotland was a great success in Dumfries. It kicked off quite literally with Scottish Rugby legend Doddie Weir giving some tips on team work and motivation. Then delegates heard from Global Scot Maeve Gillies about how she set up her wedding jewellery business in New York, from Giles Hay about how transferring from the dizzy heights of working for one of the “big four” professional firms in the city to a local family business recycling used car parts and exporting them to eastern Europe has stretched his business acumen, and from Alastair Dobson about how he pulled together several food and drinks firms on the island of Arran to market them globally under the “Taste of Arran” brand. Chaired by broadcaster Lesley Riddoch, the event enabled considerable interaction between delegates and panel members about key business issues in the area. Break out sessions debated issues around innovation, financing new projects, delighting customers and sourcing external expertise. Says Mike Forster, regional manager for Fusion Linking Entrepreneurs project, who organised the event, “Over 80 people attended our event and feedback has been excellent. We plan to run something similar on 6th October in the Borders area for business people from right across South Scotland and we have an ongoing programme of local events for business people. You can find out more at www.fusion-event.co.uk”.  The Fusion Linking Entrepreneurs project was created by and is funded by Scottish Enterprise.

Peebles business park completed
Following the sale of a one acre site at Cavalry Park by Scottish Enterprise to Pearson Donaldson Properties Ltd the company has completed an office development comprising three blocks amounting to 11000 sq ft .in total The development, Cherry Court is fully occupied, continuing the success of the Park.
The Business Park of approximately 15 acres, houses over 225 full time equivalent jobs and has seen development of 100 000 sq ft of modern business space equating to over £6 million of Private Investment. A recent evaluation of the Park revealed that the combined turnover of the businesses on the Park is over £35 million.
The report concluded that Cavalry Park is a quality business park that has captured business growth and inward investment and has encouraged diversification of the local economy. It has created both opportunity and quality of employment and has helped to make the Scottish Borders a more inclusive region.

 The winning images will be produced on postcards and be part of the Our Scottish Borders promotional postcards set. 
 All winning and runner-up images will be included in the Our Scottish Borders image bank to help promote the Scottish Borders. 
 An exhibition of the winning and runner-up images will take place in the autumn.

Latest news on VisitScotland‘s Growth Fund.
The latest Scottish Borders groups to receive VisitScotland‘s Growth Fund are Book Nation and Beautiful Borders who have been awarded nearly £60K and £5K respectively.

Book Nation is a joint marketing initiative including 33 separate book festivals under the umbrella of Bookfestival Scotland, being co-ordinated by the Borders Book Festival, working to produce a year -long literary tour which aims to extend the tourism season.

Beautiful Borders which includes many members of the Jedburgh events forum, received funding to attend last month‘s Outdoor Show in Birmingham for the first time and for additional marketing and promotion of activities in the region. The Borders marketing group were one of only 3 Scottish regions represented at the show and achieved around 200 direct enquiries for information with the majority of this being for the long distance walk routes available. The group also received many requests for information on diving, canoeing, and cycling in the Scottish Borders.

Around  600 VisitScotland Where To Stay And What To Do Guides, and over 7000 leaflets specifically about activities in the area were distributed at the show. Currently around 3000 leaflets are also being distributed throughout Northumberland and Cumbria.

The VisitScotland Growth Fund is available for well-researched, new, collaborative marketing projects from groups of tourism businesses with a strong customer focus and who operate at either a local or national level.

Scottish Enterprise support for all sizes of businesses
 Along with partners such as the Business Gateway, Scottish Enterprise offers support to companies in the Borders at all stages of company growth, be they start-ups, high- growth start-ups, or established businesses.  Whilst the core area of support is provided through the Account Management service, SE is also able to offer expert support via a number of Specialists to other companies who may wish to access advice in relation to specific one off issues.

Types of support available include attendance at themed events eg Winning Through Innovation, Environmental Management Workshops, ICT workshops, as well as manufacturing advice, international services or key sector engagement.
 
During the last year, almost 100 companies in the Borders have accessed this type of support, to enable them to improve their overall performance levels.  Specialists deliver a varied programme of one to one expert advice, focused seminars or financial support in terms of business improvement, market development, organisational development, innovation and investment. 
 
A typical example of this type of support is the service provided by SE's ICT Specialist - who will be able to provide advice in terms of procuring the right technology solutions, assisting clients draft invitations to tender, and providing advice on anything from back office business applications to web technologies and internet promotion. 
 
There are 90 companies, across a range of industry sectors, in the Borders who are 'account managed'.  Here the aim is to work closely with these companies to help them  raise their growth performance, by supporting them to generate and safeguard jobs, and by helping to improve efficiency and productivity.

Our Scottish Borders, Your Inspiration!
At the end of 2009 Scottish Borders Council conducted a short online survey to gain feedback on perceptions of the Scottish Borders and awareness of the “Our Scottish Borders” regional identity. They were delighted that more than 700 people took part, with a good mix of individuals and organisations represented.

When asked what for them sums up the Borders, respondents used a very wide range of positive words and phrases.  The most popular related to beauty, scenic views and landscapes.  Some of the fantastic photographs on the www.ourscottishborders.com  image bank (free for download) can confirm that perception is reality!

Awareness of the “Our Scottish Borders” regional identity is impressively high within the region, with 81% of respondents who live and work in the Borders indicating that they have seen it before. Raising awareness within the Borders has been the main focus of promotional activity so far. The research also demonstrated that the highly cost-effective promotional activities, including the www.ourscottishborders.com  website, have proven successful.

The survey also showed that 75% of respondents who live and work in the area bought 50% or more of their Christmas shopping in the Scottish Borders last year, which is great news for local retailers and the local economy!

The “Our Scottish Borders” regional identity was developed to help promote the area as a high quality destination for living, working, studying, visiting, and investing.  Stimulating a forward-looking, positive perception of the area is seen by Scottish Borders Council and other local bodies as an important part of the ongoing drive to promote the Scottish Borders, never more important than in these challenging economic times.  The research findings will assist with the planning of future promotional activities.

Free Health Service Continues to Support Local Businesses
An innovative free business opportunity called Working Health Services Borders has been running successfully since April 2009 in the Scottish Borders. Local small- to medium-sized enterprises have benefitted from rapid access to a range of free health care including physiotherapy, psychological therapy and occupational therapy. Self-employed people can also make use of this service to help them stay in work. Working Health Services Borders can save employers money by reducing sickness absence and increasing productivity across the workforce.

The Confederation of British Industry estimates that sickness absence can cost roughly £495 per employee per year, expense which is harder for small and medium sized enterprises to bear.  Research shows that promoting health at work leads to a range of benefits for employers including increased levels of employee satisfaction, productivity and competitiveness.   

To date 246 employees across the Borders have used this service and 91% reported that they felt it had helped them stay in work or return to work following sickness absence.

Knowledge Transfer Hub – South of Scotland Business Solutions
Borders College is part of a recent, successful bid to the Scottish Funding Council and the ERDF for funding to support the development of a South of Scotland Knowledge Transfer Hub. The bid is worth, in total, £1.2 million over three years. Borders College, in partnership with Heriot-Watt University, is using the funding to develop a Knowledge Transfer Hub located at the new Scottish Borders Campus, which provides a unique learning environment.

The Hub will bring together a wide range of services that partners offer to business, including knowledge transfer activities, training & education, graduate placement and research & development. The overall aim is to assist businesses to maximise their potential through skills utilisation. The work funded through this project will focus on helping businesses make more of their current workforce, finding new ways of working that show clear benefits to organisations and help create systems and approaches to enable businesses to maximise the skills of staff.

The Hub, along with a similar hub at the Crichton Campus in Dumfries, will be seen as a central point in taking forward and developing a knowledge economy in the South of Scotland. The distinctive make-up of the economy and the high number of small businesses in the area requires a greater need to embrace innovation and create an environment that encourages business development.

VisitScotland Launches “A Perfect Day in the Scottish Borders”
A new tourism campaign has been launched to encourage more visitors to the Scottish Borders.

‘A Perfect Day‘ is VisitScotland‘s biggest ever domestic campaign to date, and highlights aspects of holidays in the region that contribute towards creating a perfect experience for the visitor, including natural heritage, the outdoors, wildlife and festivals.

The Spring into Summer campaign will highlight different things to see and do and places to stay. An impressive number of local accommodation providers and attractions have bought into the campaign and these offers are promoted via a dedicated direct mailer reaching 30, 000 households that target both repeat and new customers from the UK. The direct mail piece is created in the form of a travel journal that suggests itinerary ideas with an attractions section and feature shopping, food and spa ideas. A Perfect Day is also supported by e-marketing and a website running from March until August 2010.

Step Change Programme
A new course has been developed, in partnership with the Scottish Borders PACE team, to provide training opportunities for people who have recently been made redundant in our area.  The course, which runs for three days a week, is designed to enable people to develop their IT and job seeking skills, to build their confidence and to try their hand at a range of new subjects which could lead them into a different type of employment.  The first programme starts in April 2010 and further information can be obtained Angela Pearson at Borders College, Tel: 08700 505152

Borders businesses to benefit from Xchange Day Event
Local businesses are being encouraged to attend the annual Tourism Xchange Day on Tuesday 2 March at Springwood Hall, Border Union Showground in Kelso. 
Organised by the Scottish Borders Tourism Partnership (SBTP) in conjunction with VisitScotland, it is an opportunity for businesses to share best practice, increase their knowledge on the latest tourism trends, attend the tourism conference and find out more about local tourism initiatives that will benefit them.

Registration for the event will begin at 10am with the conference running from 10.30 - 12.30 including the following topics;
• Launch of the new ‘Borders Bike Kit‘ - a new recreational cycling initiative to assist businesses.

Border businesses can tap into tourism cash
VisitScotland is calling on Borders tourism businesses to apply for money from its Growth Fund in 2010, a scheme designed to support local tourism groups in marketing their products and services to full potential.

Part funded by the European Union, it is open to national, regional and local groups of tourism businesses, and intended to help them reach new markets and increase visitor numbers by dovetailing into VisitScotland‘s marketing strategy.

The fund offers significant sums of money to dedicated groups and can support groups with 50% of approved total marketing costs over a one year period - from a minimum award of £3,125 to a maximum of £65,000. Growth fund advisors are on hand to help groups develop their marketing ideas and funding application, and provide general guidance throughout the lifetime of their project.

The fund is there to support well-researched and integrated marketing activity and eligible groups should make the most of this opportunity. In the current climate it is essential we all work together to ensure tourism in the Borders grows in the future. Only by working in partnership can we build on the region‘s reputation, reaffirming it as the must-see, must-return destination it really is.

Free event for business owners in rural south Scotland
A free “Going 4 Growth 2010” event will take place on 18th March in Dumfries, aimed at business owners from all over the south of Scotland, giving them the chance to interact with each other – whilst drawing on the experience and wisdom of some of Scotland‘s leading entrepreneurs.  

The event will be chaired by broadcaster and journalist Lesley Riddoch. Taking part
will be a young Global Scot, Maeve Gillies, born in Edinburgh but running her business MaeVona, a wedding jewellery designer, in New York City. Also taking part will be Scottish technology entrepreneur Ian Ritchie, Giles Hay who runs a local family business DA Autoparts, and Alastair Dobson from Taste of Arran – a conglomerate of food producers on the island of Arran.

Linking Entrepreneurs, the project behind this event is a groundbreaking initiative funded by Scottish Enterprise and delivered by Fusion (Scotland) Ltd. The project exists to create a more innovative, ambitious and entrepreneurial culture in the south of Scotland. Fusions role is to provide the forum, the environment and the catalyst which enables local business people to meet and discuss their challenges ideas, problems and successes.

“Be prepared to have your ideas challenged!” says event organiser Mike Forster from the Linking Entrepreneurs project.

CLUB INTERNATIONAL - SEE SCOTLAND TAKE ON FRANCE AT NETHERDALE
Rugby fans in the Borders are gearing up to watch the Scotland Club International, where the best Scottish club players will take on France at Netherdale on Friday, 5 February (kick-off 7.30pm), free admission.

As the full Scotland versus France international takes place two days later in Murrayfield on Sunday 7 February, there is an opportunity for visitors from across Scotland and France to spend more time in the Scottish Borders before heading to Edinburgh.

Councillor Vicky Davidson, Executive Member for Economic Development at Scottish Borders Council said: “We are working closely with Scottish Rugby to maximise the wider promotional and tourism benefits of the Scottish Club International.  We hope that accommodation and restaurant businesses respond with a series of online promotions for these potential visitors.”

Councillor Graham Garvie, Executive Member for Culture, Sport and Community Learning at Scottish Borders Council said: “We are extending an invitation to rugby fans from across Scotland and France to join us in the Borders at this exciting fixture.  This is another great opportunity for fans across the Borders to support representative rugby here.”

TOWN CENTRE IMPROVEMENTS FOR JEDBURGH IN 2010
Jedburgh will receive £606,745 of Scottish Government Town Centre Regeneration Funding for a range of visitor improvements in 2010, thanks to a partnership bid from Scottish Borders Council in conjunction with the Jedburgh Alliance and Jedburgh Community Trust.

Councillor Len Wyse, Executive Member for the Council‘s Technical Services Department and local member for Jedburgh highlighted: “We are delighted that our joint bid has been successful.  This is a real testament to partnership working and we will continue to work along with the Jedburgh Alliance for the successful implementation of the project.” 

The majority of work will be carried out by the Council with the aim of completing the work before Easter to minimise any disruption to visitors and town centre trade. 

Graham Miller, Chair of Jedburgh Community Trust, added: “The successful bid for Jedburgh is great news for the town and a welcome boost given the current economic climate.  The people of Jedburgh have been crying out for community facilities for many years – this is the beginning of a new phase in the development of the town.  We see this as a stepping stone for further activity to regenerate Jedburgh.”

NEW SUPPORT FOR CREATIVE BUSINESSES
Hugh Williams has recently been appointed as a Business Gateway adviser with the new South of Scotland Creative Clusters project.  His role is to provide support to creative businesses in the Scottish Borders through a combination of business advice and workshops, and developing networking activity and collaborative marketing ventures.  This is a three-year project, part funded by the European Regional Development Fund, to support creative services companies across the South of Scotland.

Hugh says “There‘s a lot of crossover between people working as creative artists and makers, and those who provide creative services to businesses, such as graphic or web design, photography or marketing.  This project recognises the importance to the local economy of the creative sector as a whole, and provides a new opportunity to support creative businesses in the Borders.  I‘m planning to work with individuals and groups of companies to help them strengthen their businesses, and to support growth in the creative sector overall. 

“I have been working as a Business Adviser with the Business Gateway for some time, and was pleased to be offered this opportunity to work more closely with creative businesses.  I look forward to hearing from anyone working in this sector, and will be happy to meet to discuss business issues, and to assist in developing future strategies.”

VISITSCOTLAND.COM TRAINING SESSIONS FOR LOCAL BUSINESSES
The current economic climate is affecting every industry with small tourism operators being vulnerable. To help, VisitScotland ran a series of successful awareness sessions on visitscotland.com through December, with excellent feedback.
In February, VisitScotland will be running specific Web In A Box sessions that will demonstrate and explain this online marketing tool which provides an easy to use format to help set up individual websites, useful methods for updating availability, prices and other information and a secure booking system for bookings via credit card/debit cards.

Historical figures and their connections with the Scottish Borders are to feature in a special Discovery Real Time programme to be broadcast this Saturday (23 January).

‘A Brush with Britain‘ follows Northumberland artist Charles Evans as he paints some of Britain‘s most inspirational landscapes including Abbotsford House and Jedburgh Abbey, and has been supported by Scottish Borders Council

South of Scotland – We‘re Back!
The famous red and white rugby shirt of the South of Scotland will once again grace Border rugby grounds. The South of Scotland will play Northumberland for the QUBE (GB) Cross Border Challenge Trophy at Mansfield Park, Hawick, on Wednesday, 30 December, with a 7.30pm kick off.

Organisers are encouraging all Borderers to come down to see the South of Scotland in action for the first time in 14 years.  All Border League clubs are right behind the initiative which is great news for the players and rugby supporters in the Borders.

The South of Scotland team brings together the best players from rugby clubs in the Borders to take on a strong Northumberland side.  The side is coached by Melrose coach, Craig Chalmers and assisted by John Dalziel, while Gala‘s Richie Gray will be Manager/Selector with Gary Parker also a selector.

Manager, Richie Gray said:  "In sport you must have an avenue for player progression so that there is always a next level for the committed club player to aspire to. The South name, the red and white hooped jersey represents rugby culture, tradition and history of a famous rugby district, it was vital that this team was allowed to play again." 

To show your support for the South of Scotland, supporters are being encouraged to come along wearing a splash of red and white.

Scottish Borders Business Excellence Awards – One Month To Go

Scottish Borders Council has launched the inaugural Scottish Borders Business Excellence Awards, with The Southern as media sponsor. Businesses are now pulling together their entries, with a month to go until the submission deadline – the closing date for applications is Friday 29 January 2010.

The Business Excellence Awards have been created to celebrate Borders companies who are demonstrating excellence in their field.  Businesses are invited to showcase success in areas such as growth, employee development, international trade and innovation. 

A special award is also open to businesses and organisations who maximised the opportunities available through Homecoming Scotland 2009.  This award will recognise the economic impact that can be made when the community, voluntary, public sector and private sector work together.

The Welcome to the Scottish Borders guide has been designed to provide useful information about a range of key public and private services for people who come to work, live and visit or who are travelling through the Scottish Borders.

The population of the Scottish Borders is growing and such growth is critical to the sustainability of jobs, businesses and services.  People are arriving in the Scottish Borders from the rest of the UK and from countries both within and outside the European Union, making the area more diverse.  It is vital that newcomers are warmly welcomed into local communities and given clear and accurate information to assist them. 

Included at the back of the guide is a feedback form to enable readers to share their views with us in order for us to provide information that is valuable and informative.

Borderers encouraged to come and see Scotland A take on Tonga
Scotland A will face the full Tongan international team at Netherdale, Galashiels, on Friday 20 November (kick-off 7.30pm).  With representative rugby returning to the Borders for the first time since 2002, organisers are encouraging everyone to come and support the teams at what promises to be a thrilling spectacle.  Jim Wood, President of the Border League, agrees - “The chance to see Scotland A at Netherdale will certainly be well received by the Border supporters who welcome any exposure to representative rugby.  The match is great for Scottish Rugby in that Scotland‘s top emerging players will be taking on a full international side in front of a very vocal and passionate Borders crowd on probably the best pitch in Scotland outside of Murrayfield.” 

Attracting sporting events to the Scottish Borders is a major part of increasing the number of people using our venues and visiting our town centres.  Rugby offers an excellent opportunity for the area, this game, the reformed South of Scotland game on 30th December in Hawick and the Scotland U-18 International against Wales in Melrose on 21st March or the Kings of the Sevens Series being developed by the Border League will all attract people to the area.  Scotland A last ran out at Netherdale in 2002 when they beat France A 19-13 and Colin Playfair, President of Gala RFC, believes the Scotland A and Tonga sides will enjoy a great reception.  “Netherdale is a great facility on and off the pitch and is certainly worthy of hosting such a great game”.

In order to ensure that events keep coming to are attracted to the Scottish Borders, organisers want to see significant numbers of people participate and support them.  This game will attract a lot of people.  It is Scotland A‘s first game since winning the 2009 IRB Nations Cup and the team will get a great welcome.  As Playfair notes, “with some forward planning, the passionate rugby supporters in the Borders have a great weekend of rugby ahead of them.”

Admission to see the champions take on the big hitting south-sea islanders will be FREE, though supporters are urged to turn up early. 

Those that do attend can enter a competition for a signed Scotland A jersey – look out for the Our Scottish Borders branding at the match.  And the question?  Scotland A last played in the Scottish Borders in 2002.  Who did they play and where was the game?  Submit your entry at the game.

Scottish Borders Benefits from Scottish Government Funding

Construction companies in the Scottish Borders have benefited from “accelerated” funding announced by the Scottish Government in 2008. Eildon Housing Association was successful in securing funding for sites in Peebles, Kelso and Galashiels. The three projects worth around £10 million and providing 84 much needed affordable rented homes are now on site and providing work and employment for hard pressed contractors in the Scottish Borders. However, prospects for next year may not be as good as Government investment in affordable housing is set to drop across Scotland.

Borders Music and Comedy Festival : 1 -13 November 2009


Borders Music and Comedy Festival

The inaugural Borders Music and Comedy Festival is bringing some of the very best in Scottish music and comedy to local venues in the Scottish Borders.  The packed line-up includes Idlewild, Craig Hill, Phil Kay, McIntosh Ross, Janey Godley, Broken Records and the Trashcan Sinatras.

Scottish Borders Council is working with DF Concerts and the Gilded Balloon to bring this mix of established acts and up-and-coming stars to the Victoria Hall in Selkirk, the Corn Exchange in Melrose and Tait Hall in Kelso.  This pilot  Festival aims to create an event which is a success both now and in the future that will develop into an annual fixture within the Borders events calendar.

Richard Sweetnam, Scottish Borders Council Economic Development Manager, said: “A Festival of this type and at this time of year has genuine potential to deliver additional benefits to local businesses.  As the event develops it will also attract new visitors to the Scottish Borders from new markets”.

Forthcoming South of Scotland Forum
The South of Scotland Alliance will discuss the future sustainable economic development of the region with Cabinet Secretary for Finance & Sustainable Growth, John Swinney at the inaugural South of Scotland Forum meeting on the morning of 2nd November at Tweed Horizons, Newtown St Boswells.  The Alliance, comprising of Scottish Borders Council, Dumfries & Galloway Council and Scottish Enterprise will present the Minister with its refreshed South of Scotland Competitiveness Strategy and facilitate discussion around its key priorities and future action.

Following the forum meeting, the refreshed Competitiveness Strategy will be formally launched at a conference which will give stakeholders from across the South the opportunity to hear an update on the progress made to date and give their views on priorities for the future.  In addition the conference will involve a Keynote address by the Minister.

It is anticipated that the forum will become an annual event providing the opportunity for constructive dialogue between local partners and the Scottish Government on future aspirations for the region.

A night ‘under the stars‘
The Scottish Borders reputation for quality continues to grow as two Borders businesses achieve VisitScotland Gold Star status.

The region boasts some 27 properties graded five star by VisitScotland.  Now, The School House near Jedburgh and Skirling House near Biggar have come out shining, receiving ‘Gold Star‘ status under VisitScotland‘s Quality Assurance (QA) scheme which has expanded to include B&Bs and Guest Houses.

The coveted accolade highlights establishments who have gone the extra mile to exceed customer expectations.  Often seen as front line ambassadors for Scottish tourism, the awardees display genuine enthusiasm for the hospitality they offer. 

VisitScotland‘s research shows it has been a strong season for the B&B and Guesthouse sector - occupancy rates are up by 4% this year and this comes on the back of a positive summer for the Scottish Borders generally.

Council helps local businesses to win tenders
Scores of local businesses have already signed up to the Council‘s new Supplier Development Programme which is designed to help local businesses to compete for and win lucrative public sector contracts.

The new Programme, which was launched on 17 September will build awareness of public procurement and contract opportunities by providing information, specialist advice and training. This support is designed to help prepare businesses to reach the stage required to tender for public contracts whilst delivering transferable business skills that will improve their overall competitiveness and profitability.

Future events being planned include training for writing tender submissions and the development of a series of ‘meet the buyer‘ surgeries to give businesses an opportunity to speak directly to Procurement Officers.

Councillor Vicky Davidson, Executive Member for Economic Development, Scottish Borders Council said: “There are significant opportunities for more businesses based in the Scottish Borders to gain lucrative contracts here and across the Scottish public sector and we are committed to helping them do so.

INNOVATIONS IN TOURISM


VisitScotland Inflatable dome

Local Visitor Information staff have been involved in promoting the Borders in different ways at major events across the country as part of a new tourism drive.

Colin Robertson of Jedburgh‘s VisitScotland Information Centre has been taking part in an ‘outreach‘ marketing programme, which promotes regional destinations to visitors at high profile events.

A branded double decker bus and inflatable, branded ‘dome‘ have been created so that local tourism information can be taken to major events throughout the country, including T in the Park and The Gathering in Edinburgh.

Visitor Information points are located inside the bus which is also kitted out with plasma screens and inspiring footage. The ten foot wide dome was situated in St Andrews Square Gardens in Edinburgh with Fringe acts, music and children‘s activities all attracting visitors to find out more about how to make the most of their time in Scotland. Colin was on hand to provide his local knowledge and expertise of the Borders!

Whilst it is recognised that local VisitScotland Information Centres play a vital role and attract 5 million people a year, technology such as Bluetooth can take local tourism information straight to the visitor at events which attract the largest footfall. Research shows that the traditional Information Centres will continue to play an important role in the future, but by using more innovative approaches to visitor information provision, it is hoped that all needs of the customer will be met and ultimately bring more people to the region.

SUCCESSFUL ALTERNATIVE BUSINESS MODELS
Social enterprises and other third sector organisations make an important contribution to the economy and to the communities they serve. A social enterprise is a business whose surpluses are principally reinvested for social purposes, rather than being driven by the need to maximise profit for shareholders and owners.

MAKING MONEY FROM IDEAS
Businesses that continually create, evaluate and exploit their new ideas are the most likely to survive and prosper in today‘s intensely competitive global economy. Innovation isn‘t just about science and technology it includes:
• introducing new products and modifying existing ones;
• improving management and production process to raise efficiency or reduce costs;
• adding value and profit for customers with new ways to deliver products and services; and
• transforming business models to improve competitiveness

2. Learn from other businesses
Sometimes the best source of inspiration is to speak to others who are already innovating. Linking Entrepreneurs brings like minded entrepreneurs together in small informal meetings to share inspiration and help each other develop their business ideas.
Dr Halpin, a retired surgeon from BGH, attended one such meeting and met Doddie Weir, Hutchinson Environmental, which specialises in the treatment of human waste.

During his medical career, Dr Halpin had developed a novel device to assist internal bleeding in medical operations. Doddie suggested that the devise may have an application in the water industry. As a direct result, his device is now undergoing trials with a major UK utility company!

Universities and Colleges can be a great source of support expertise. FORGING LINKS BETWEEN COLLEGE AND BUSINESS
Borders College has become part of a nationwide scheme, funded by the Scottish Funding Council, to build and support relationships between small to medium sized enterprises and colleges.  This scheme allows a “voucher” to be used to support up to 50% of the costs of an innovative partnership project between business and colleges. The type of project that would be eligible for the voucher scheme would be one which enables research into new markets, develops new market routes or which builds a new and productive long term relationship between the business and the College. This scheme is further good news for small businesses in our area as it follows on from the creation of a new South of Scotland “Knowledge Transfer Hub” to be based at the Scottish Borders Campus.  The new Hub is a partnership between Borders College and Heriot-Watt University which will develop services to local businesses which use training and research to improve business performance.

SBC holds Pandemic Influenza event for businesses tonight
A ‘business continuity‘ event for local businesses, organised by Scottish Borders Council, will take place tonight to discuss the potential threat of Swine Flu to their working operations. 

Although Swine Flu does not seem to have had a major impact on businesses in the Scottish Borders so far, it is important that all local businesses recognise and plan for the chance that they could face significant levels of employee absence later in the year.  This event will help them think through the impact of Swine Flu on their day to day business.

The event will examine the key issues related to Pandemic Influenza H1N1/09 with particular reference to the actions that businesses can take to respond to the pandemic.  Experts from NHS Borders, Scottish Borders Council and local business organisations will present to attending businesses before hosting a Question and Answer session to discuss any specific concerns.

The Tour of Britain comes to the Borders

The Tour of Britain, the UK's largest professional cycling event and the country's biggest live sporting event, will this year kick off its Scottish stage in the Borders, thanks to the work of Scottish Borders Council, with EventScotland and Dumfries and Galloway Council.  It is one of Britain's most famous annual sporting events and sees 96 riders from 16 teams cycling over 750 miles for victory. 

The race will take place over eight days from Saturday 12th September to Saturday 19th September with Stage Three starting from Peebles on Monday 14th September.  Over the past five years, Olympic, World and Commonwealth Champions have ridden The Tour of Britain, alongside stage and jersey winners from all three Grand Tours.  This is the perfect opportunity to showcase the Scottish Borders as a prime cycling destination and allow spectators to see some of the best road racers in the world compete.

Stage Three, which covers more than 150kms, will start in Peebles and end in Gretna, Dumfries and Galloway taking in some of Scotland‘s iconic countryside and places of interest along the way including the Melrose RFC, Bowden Hill, a gruelling climb at Lime Kiln Edge, Glentress and Newcastleton which are home to 7stanes mountain biking trails, Harelaw Hill and Langholm.

‘48 Hours In……the Scottish Borders‘ brings together a packed programme of exciting events in the area with top suggestions of things to do, places to stay and where to eat and drink.  The last weekend in August (Thursday 27 August to Sunday 30 August) sees the towns of Kelso and Jedburgh play host to a series of spectacular events from the Taste of the Tattoo and Rock at the Racecourse to Massed Pipe Bands at Floors Castle and Honda Goldwing Motorcycles.

Councillor Vicky Davidson, Scottish Borders Council said: “The last weekend in August sees a packed programme of events taking place in Jedburgh and Kelso and this is the perfect time to attract new visitors to the area and encourage them to stay longer.  To maximise these opportunities, Scottish Borders Council officers have been working with local businesses in developing the ‘48 Hours In initiative‘, the first phase of which was the promotion of events and towns to people attending the Royal Highland Show 2009.  The concept is also an important component of the ongoing ‘shop-local‘ activity across the region.”

Demand increasing for South of Scotland Loan Scheme
Helping businesses to access finance is more critical than ever during difficult economic circumstances.  The South of Scotland Loan Scheme is one way that growth focussed businesses in the Borders can access funds to help them invest in their future success.

The scheme which was established by Scottish Enterprise in 2005 can provide loans of between £5,000 and £50,000 for small to medium sized enterprises for business growth projects.

Demand for the scheme has unsurprisingly been high over the last six months with £350,000 worth of loans approved to Borders based businesses and a further £135,000 worth of applications in the pipeline.

Businesses to have used the loans to undertake business expansion projects recently include Burnside Farm Foods, Scotmas Ltd, Panton McLeod Ltd, Nodesys Ltd and Lochcarron John Buchan Ltd.

Good Performance from Borders Information Centres
Visitor numbers to Jedburgh, Melrose and Kelso Information Centres are up on last year‘s figures with Selkirk on a par which is an encouraging sign during this economic climate and a credit to the highly trained staff who are selling the region on a daily basis.

Many of VisitScotland‘s Information Centres (VIC) in the Borders have fared well when it comes to bringing people through the door where expert staff provide a warm welcome and valuable local knowledge for visitors staying in the region.

The national tourism organisation is investing in its Information network and upgrading facilities over the next few years. Based on their research, VisitScotland says that more than 5 million people a year use Information Centres and around 50% of these are people who live in Scotland. The research shows that whilst people use Information Centres for a variety of reasons, including making bookings and shopping, the personal touch a VIC can provide is extremely valuable to visitors on arrival to an area. The research also shows that as a result of visiting a VIC, people do more and spend more in the area, providing a positive impact on the local economy.

This year the Borders is being highlighted at various events throughout the country where VisitScotland have created portable Information Centres in the form of a branded, inflatable ‘dome‘ and a branded bus which has already been introduced at some of Scotland‘s top events. These events included T in the Park in Perthshire, The Open Championship at Turnberry in Ayrshire and The Gathering which took place in Holyrood Park in Edinburgh. The events have been identified as those with the largest footfall, which provide a unique opportunity for experienced Information staff to also sell the Borders to people living and visiting in other areas of Scotland.

Flying the flag for the Borders
The “Our Scottish Borders” brand continues to positively promote the area both within the Borders and further afield. Promotional material, banners and flags were displayed at this year‘s Royal Highland Show at the end of June, and the flags were spotted last month in Harmony Garden at the Borders Book Festival, at the Cameron Gunn Memorial Football Festival at Netherdale, at the Border Bogie Challenge in Denholm, and up north at a Scottish Downhill Mountain Biking event.

A new “pop-up” banner has been added to the collection with a fantastic image, taken by Rob Gray, of the 2009 Peebles Beltane Cornet and Cornet‘s lass returning from Neidpath installation. VisitScotland‘s Growth Fund - available for groups of tourism businesses
The current economic climate sees a mixed picture of success in the tourism industry but Borders businesses can benefit from funding that is available from Scotland‘s national tourism organisation.

The VisitScotland Growth Fund exists for well-researched, new, collaborative marketing projects from groups of tourism businesses (3 businesses +) with a strong customer focus and who operate at either a local or national level. It can provide funding for new or additional activity, and a minimum 25% private sector support is required.

The latest Borders group to benefit from this funding is Scotland Live it Love It, a collaboration of 120+ members across the south of Scotland who are developing an online marketing campaign to attract more visitors to the region. The group are quality assured by VisitScotland and will be promoting the quality of local attractions, activity providers and food and drink suppliers as well as the luxury accommodation to be found in the area.

To date, a total of nearly £300,000 has been awarded to 14 successful groups since August 2008. VisitScotland is keen to hear from additional groups who are working to boost visitor numbers to their area and simply require some assistance to make the most of the opportunities available to them.

Partner support for Abbotsford House
Abbotsford Trust and their partners are taking forward plans to establish Abbotsford House as a flagship tourist attraction for Scotland.  Around the world, interest is growing in cultural heritage.  Last week Abbotsford hosted the BBC‘s long running and hugely successful Antiques Roadshow, attracting large numbers of visitors from far and wide.

The Trust aims to put Abbotsford firmly back on the map, highlighting its historical importance both as the home of Sir Walter Scott and the priceless collections it houses. 

The project is being lead by the Trust and will see around £10m being invested, much of this coming from the Heritage Lottery Fund, and with support from Scottish Enterprise and Scottish Borders Council.

The main improvements planned are to the building itself, to access and interpretation of the historic collections, and by adding new visitor and educational facilities - all to improve the visitor experience - with the aim of trebling visitor numbers each year. 

Banking in the Borders: exploring different solutions
Delegates gathered at the Scottish Borders Campus last Monday to hear about a range of alternative banking solutions and to explore options in the current economic climate.

Scottish Borders Council Convener Cllr Alasdair Hutton opened the event with a fascinating delve into history, recalling his grandfather, who worked for the Savings Bank of Glasgow, and a time when “bankers were people like his grandfather, people who worried about keeping the deposits of the little people safe”.

Tony Taylor then set the Borders context, highlighting the problems that the current economic situation presents to many people in the Borders on low or no wage, points highlighted in last year‘s Poverty Commission work which Tony chaired.

The overriding message from the contributors from Airdrie Savings Bank, Post Office Limited, Unity Trust Bank, and Capital Credit Union was the need for responsible lending and for sound, affordable, financial services, especially to the most financially excluded within communities. The final speaker Lynn Cunningham, the East of Scotland Financial Inclusion Champion, spoke of the problems that people who live in poverty face when trying to access financial services e.g. those who are homeless, and spoke of the reasons why many turn to hugely expensive credit or illegal lending to cope with emergency purchases e.g. a broken cooker.

The audience contributed to the discussion on the need for sound, co-ordinated advice and support for those in debt, as well as the part education needs to play in helping young people to become better at managing money. Points made at the seminar will be considered by New Ways partners, to take forward a financial inclusion action plan for the Borders.

Workforce skills- current and future challenges in the Borders 
Last week, over 20 organisations met at the new Scottish Borders campus at Netherdale to discuss the skills needs of Borders businesses. As well as hearing from the newly restructured Skills Development Scotland (SDS) and from Borders College Principal Liz McIntyre, participants (including Chamber of Commerce, Borders Construction Industry Forum and the Area Tourism Partnership) took part in workshops to discuss skills shortage, retraining requirements in the current economic climate as well as the opportunities provided by the new Campus.

Some of the key messages from businesses are:
• better basic communication and transferable skills for young people
• the need for “up-skilling” rather than retraining in the current climate
• more co-ordinated information for the private sector on who does what in relation to skills and support.
New Ways partners involved in skills will address these points.

Banking in the Borders-seminar to explore different solutions
New Ways partners are holding a seminar at 9:30am on the 6th July to explore ways in which Scottish Borders Council and partners can help individuals, organisations and businesses think about a variety of banking solutions in the current economic climate. The focus will be on access to credit and how safe credit can reduce the impacts of poverty. Speakers will include senior representatives from Airdrie Savings Bank, Post Office Limited and Capital Credit Union as well as local experts.

International Visitors Return to the Ridings
The Scottish Borders Common Ridings and Festivals are attracting visitors back to the Borders as part of Return to the Ridings and Homecoming Scotland 2009.   Visitors have come to the Ridings from as far afield as Buenos Aires, Argentina; Melbourne, Australia; Arizona and Boiling Springs, USA; as well as from across Europe, Ireland, England and Wales.

Exiles have been coming back for the Ridings for years and the Return to the Ridings aims to encourage even more visitors back to the area as part of Homecoming Scotland 2009. 

Return to the Ridings is designed to maximise the economic impact of these visitors for local businesses and providers, some of whom have already seen increased benefits.  RideBorders, a website for equestrian resources in the region, has seen a 20% increase in its online traffic.

Spokeswoman Carol Carr said “Return to the Ridings had helped to raise the profile of the Scottish Borders as a horse riding destination.

"Although Homecoming Scotland is concentrating on attracting visitors to the Border common ridings and festivals, this initiative should have a much larger impact on the equestrian economy in the region.  Linking to www.returntotheridings.co.uk has resulted in a marked increase for our website both from home and abroad."

Free Health Service Boosts Employers Competitiveness
A new initiative is helping borders based companies with less than 250 staff reduce the costs of ill-health on their businesses. 

The Working Health Services Borders team consists of a physiotherapist, occupational therapist and psychological therapist, with access to an occupational health nurse and doctor. This service is free, because funding for the one year pilot is provided by the Scottish Government and NHS Borders.

David Riddell, Operations Manager, of local textiles company Lochcarron of Scotland, has seen the advantages of the service and said “A couple of our staff have already used the service and their experiences have been very positive.”

The Confederation of British Industry (CBI) estimates that sickness absence can cost roughly £495 per employee per year, expense which is harder for small and medium sized enterprises to bear.  Research shows that promoting health at work leads to a range of benefits for employers including increased levels of employee satisfaction, productivity and competitiveness.

Scottish Enterprise Update
Scottish Enterprise (SE) has recently published its new Business Plan, highlighting the activities that will be undertaken to support Scotland‘s key sectors and businesses over the next three years.  The focus for SE will be on helping business customers address the challenges they are currently facing, helping them to exploit new opportunities and to be in the best position possible to respond as the economy begins to recover. 

SE works with a number of key companies across the south of Scotland and has recently supported Ahlstrom Chirnside Ltd to develop a new state-of-the-art production facility, creating 30 new jobs and safeguarding the jobs of 180 employees already working at the plant. 

As part of the £23 million investment SE contributed just under £1 million to assist with land remediation and a training programme for staff on the new production line and has helped to secure the long term presence of a truly innovative global company in the Scottish Borders.

Borders raid to Tyne Tees & Border TV
As many of you may know, the 6pm “Lookaround” news program on ITV is now broadcast from ITV Tyne Tees and Border, based at Gateshead. Coverage of the former ITV Borders area (which also included Dumfries and Galloway and Cumbria) has now been reduced to 15-18 minutes. With the rest of the 30 minute program now covering an area from Stranraer to York, New Ways partners were concerned about the loss of coverage of Borders issues, and decided to take their issues directly to the production and editorial team last week.

Armed with stunning images of the Borders, maps, statistics and an endless list of great events taking place in the Scottish Borders throughout 2009, five New Ways partners made their way to Gateshead. The presentation was extremely well received and many contact details were swapped, with the potential for future features being recognised. Tune in at 6pm on ITV over the coming months to see the difference!

This year promises to be extra-special for the Ridings, and the Common Ridings and Festivals Association has been working closely with the Homecoming Scotland team at Scottish Borders Council to increase the number of visitors coming to the events and maximise the economic benefits for businesses and providers in the local area.

During the Homecoming year 2009, the towns of Hawick, West Linton, Selkirk, Peebles, Melrose, Galashiels, Jedburgh, Duns, Kelso, Lauder and Coldstream join together to celebrate their historic Common Ridings and Festivals.  These 11 towns in the Scottish Borders focus their ride-outs around the use of the horses.

Borderers have been inviting their friends and relatives to Return to the Ridings and are encouraged to continue doing so as the events quickly approach. 

Andrew Johnston Chairman of the Border Common Ridings and Festivals Association, said: “Homecoming Scotland is going to add something special to the Scottish Borders Ridings & Festivals in 2009 and we hope to encourage all Borderers to extend an invite to the Return to the Ridings.  Common Ridings and Festivals are unique events which celebrate the culture and history of the Scottish Borders.  Homecoming in 2009 provides an extra incentive for Borderers to invite their friends and family to Return to the Ridings.”

Promoting Tourism has never been more important
The tourism sector has not escaped from the economic downturn but VisitScotland has taken a number of steps to help ease the challenges businesses are facing.

Concentrating on opportunities in the UK, a dedicated Scottish Borders spring direct mailer has been sent to 40,000 customers enticing them to visit the Borders in late spring and early summer

Internationally, activity has been prioritised on those European markets with direct access to Scotland, and markets with growth potential like Spain and Canada. There is an obvious focus on Homecoming Scotland 2009 in which the Borders is playing a big part with the three key events Return to the Ridings, Clan Scott Gathering and Footsteps of the Reivers, images of which are being shown around the world within VisitScotland marketing.

New Campus to engage interest
On 8th June, New Ways partners will meet with various representative bodies such as the Chamber of Commerce, FSB, and the Export Club to discuss work-place skills. The meeting, which will be held at the new Scottish Borders Campus at Netherdale, will provide stakeholders with the opportunity to see the campus, to hear what Skills Development Scotland is currently doing, and to discuss the skills needs of businesses in the Borders. Business and the Council- a new relationship
It has never been more important for local Councils to understand the needs and pressures that businesses face.

In order to strengthen links with local businesses in all sectors, Bryan McGrath, Head of Economic Development and Regeneration at Scottish Borders Council, is getting out and meeting businesses face to face to talk about the issues affecting them.  Although it is clear that many are facing an extremely tough trading environment, some of the feedback so far has been positive.  Encouragingly, it is clear that there are always opportunities for some businesses – even in really tough times. 

Bryan said “These short meetings help the Council understand the opportunities and challenges that businesses face, and will help to ensure that these issues can be taken into account when we are developing new initiatives or trying to influence the Government.” 

SBC has day to day links with many businesses across the region and it also has a key role in relation to business advice and support through its management of the Business Gateway service. 

Support for individuals and businesses facing redundancy
PACE (Partnership Action for Continuing Employment) is a unique initiative which provides support to employees when an organisation is facing redundancy issues.
PACE
Established by the Scottish Government, it is being delivered by Skills Development Scotland and is supported by national and local partners such as Scottish Borders Council, Business Gateway, Jobcentre Plus, and learning providers. Partners offer a service to help individuals and businesses to reduce the effect of redundancies.  They work together to create a seamless service between skills development and employability support, to minimise the time people affected are out of work.

The last 'drop-in' PACE event was on 16 February, at Heart of Hawick and was attended by around 25 people, representing five different companies who had made redundancies.   The next event is today (Thursday 16th April) in Heart of Hawick from 12 noon to 2.30pm.

Recent improvements to PACE include a dedicated helpline for individuals and employers on 0808 100 1855 and a new website www.skillsdevelopmentscotland.co.uk/redundancy.

What Scottish Enterprise is doing to help businesses
We are helping our customers respond to the challenges of the economic recession and be in the best position possible when the markets pick up - helping them reduce costs, improve processes, increase efficiencies, develop new products and look at opportunities to target new markets here and internationally.
With all account managed companies in the Scottish Borders we have carried out detailed business reviews and developed individual action plans tailored to their needs. By signposting and using existing tools, we are helping our customers in a number of ways:

• The Scottish Manufacturing Advisory Service helped Peebles based Holland and Sherry to make productivity improvements by developing more effective internal processes.
• An additional £5 million in our equity investment products and we can also help companies reach a level where they are eligible for equity investment or find alternative funding sources through our investor readiness programme.
• Innovation support helped Selkirk based Qube GB Ltd, in conjunction with EBS (Europe), to develop unique information handling software which has been instrumental in securing contracts with several leading UK blue chip companies.
• Scottish Development International along with SE helped Coldstream based Universal Fibre Optics to reach new markets. They recently attended a lighting exhibition in Moscow and have plans to exhibit at two further shows in USA in May.

Tripshareborders- save money and cut down on pollution
A growing number of people in the Scottish Borders are turning to car sharing as a way of saving money on travel and helping the environment.

Over 220 commuters regularly use www.tripshareborders.com  (supported by South East of Scotland Transport Partnership) and make savings on fuel, parking charges, wear and tear on their cars etc. Typically, a member can expect to save an average of over £1000 a year through participation in the scheme and since its launch in 2006, TripshareBorders has saved members £17,312, prevented over 30 tonnes of CO2 from entering the atmosphere and saved 93,445 vehicle miles.

It‘s free and confidential. Members store their details securely, with only travel details accessible to other participants. Members can select individual preferences such as smoking/non-smoking, male/female travel companions etc.

And it doesn‘t even have to be every day. If everyone shared a journey once a week, it would reduce the number of car journeys in the Borders by 20%!

Need advice?
Many of our organisations and businesses e.g. exporters of cashmere, self-catering providers etc,  are doing well but many need assistance, information and advice of all sorts- grant information, business advice, premises assistance, training on tendering for contracts, project funding etc. Sometimes it‘s as simple as knowing who to contact, so we have pulled together a list that we will add to each month (click here to download). We will also be setting up, in partnership with the Southern Reporter, a web forum where you can submit comments.

Spend in the Borders
SBC and partners spend large amounts of money on goods and services each year and this alone has a huge impact on the local economy. By bringing forward public spending e.g. on building projects and maintenance, we can ensure that local trades benefit. But consumer spending within the local economy is also vitally important, and whilst there is a big push at Christmas, we all need to shop locally throughout the year.

We are working with partners to maximise the benefits of Homecoming 2009- benefits to shops, accommodation providers, event organisers etc. Whilst we can promote Homecoming on a large scale, it‘s up to individuals, small businesses and community/voluntary groups to give visitors a warm Scottish Borders welcome. We can all play our part, promoting the Borders positively at every opportunity- why not send an e-card or request some postcards from www.ourscottishborders.com. There is also some fantastic local photography there to download for free and use on any sort of promotional material.

Rural Funding Road Show rolls into town
Over 200 businesses and community groups took part in Rural Funding Roadshow events in the Scottish Borders in February.  The evening events were held in Peebles, Kelso and Selkirk, and were designed to improve access to information on how to apply for rural funding.  The overall aim was to raise awareness and profile of a range of funding sources, and, in doing so, to increase the number of applications from businesses and community groups in the Scottish Borders. Competitiveness Forum‘s first meeting
On 23rd February, representatives from a variety of organisations joined the New Ways partners to discuss what SBC and its partners can do to aid the local economy. Scottish Borders Exporters Association, Federation of Small Business, Borders Construction Industry Forum, Scottish Rural Property and Business Association, Elder Voice and others raised a variety of issues including promoting “shop local” throughout the year, public sector procurement (difficulties, barriers, opportunities), climate change and links to affordable housing investment, access to finance and advice etc. New Ways partners are committed to addressing these issues and will come back to the Forum in June.

Good news in housing
The affordable housing sector is currently one of the few parts of the construction industry that is thriving and our Housing Associations continue to provide a steady workload for the construction industry, through both their development and maintenance programmes- approximately £18 million per annum.

The development programme for Scottish Borders provides new houses on a number of sites across the region, providing work for many local contractors.  We have been successful in attracting a share of the £100 million announced by the Scottish Government last year which means that a number of housing developments will start on site earlier than originally anticipated. In 2009/10 the development programme is likely to be in the order of £10 million, up by £1.5. This is supported by substantial levels of grant funding from the Scottish Government and SBC and will provide around 100 much needed affordable homes.

SBC aims to deliver around 100 new affordable homes per year over the next five years largely through locally based Housing Associations- a £75 million injection into the Borders economy.

The Housing Associations‘ maintenance programmes also provide a steady flow of work, ranging from reactive maintenance to large-scale modernisation projects- approximately £8 million per annum.

Behind this success story, the affordable housing sector is going through a period of substantial change, with Scottish Government setting new goals and challenges to achieve even better value for money and the consolidation of Housing Associations that will be allowed to develop. Scottish Borders is well placed to meet this challenge through the close partnership working between locally based Housing Associations and Scottish Borders Council with Eildon Housing Association taking on the role called “lead developer”.
